DEVELOP- MENT PLAN FOR CAPE CZERNIAKO- WSKI

AKCJA KREACJA (Creation Project ) is a one-day event aimed at bringing the nature of architects' work closer to wider public. In front of a gathering of spectators young architectural offices, invited by the organizers (Wrocław Museum of Architecture), work on designing tasks assigned to them. The theme of this year's Project was development of Czerniakow Port on the Vistula River. The initial assumption of WWAA's designing process included a deep conviction that any isolated action directed at the animation of the riverfront has no sense unless a comprehensive strategy defining the role of the river in the city- based on the analysis of advantages and disadvantages of Warsaw's specific relations with the Vistula – is devised. The main advantage indicated in the present design is an occurence on the right, Praga bank of the river, of a natural, undeveloped waterside which is not only a breeding ground for many species of birds but increases significantly water retention capacity of the area. On the other hand, the concreted left waterfront of the Vistula as well as the river's infrastructure which seems to be largely unexploited and neglected, offer the biggest potential for the development of the city's public space.

Akcja Kreacja to wydarzenie, którego celem jest przybliżenie szerszej publiczności pracy architektów. Podczas jednodniowych warsztatów zaproszone młode biura architektoniczne odpowiadają na oczach widzów na określone przez organizatorów (Muzeum Architektury we Wrocławiu) zadanie projektowe.
Tematem tegorocznej Akcji Kreacji było zagospodarowanie Portu Czerniakowskiego nad Wisłą.
WWAA zaczęło proces projektowy od założenia, że jakiekolwiek pojedyncze działanie, mające na celu ożywienie nabrzeża nie ma sensu przy braku całościowej strategii określającej rolę rzeki w mieście - opartej na analizie mocnych i słabych stron specyficznej relacji Wisły i Warszawy. Jako główną pozytywną cechę wskazaliśmy występowanie po stronie praskiej naturalnych, dzikich brzegów, tworzących strefę lęgową ptaków i zwiększających retencję wodną terenu. Z kolei największym potencjałem dla rozwoju miejskiej przestrzeni publicznej wydaje się wybetonowany lewy brzeg Wisły, oraz niewykorzystywana dziś infrastruktura rzeczna.

Bearing in mind the fact that construction industry contributes markedly to environmental pollution we discovered need for asking ourselves the question if the construction of any new objects in this place is actually unavoidable. All in all, we decided to focus our design ideas on creating an attractive public space, with the minimal interference into natural environment of the riverside and with maximum exploitation of those parts of the Vistula's waterfront which have already been developed. In consequence, the necessity of the development of Cape Czerniakow has been negated. The present design envisages the introduction of a new, varied programme of attractive functions located on barges - platforms moored to the bank. Floating structures made of recycled materials could be transformed into coffee bars, hotels, playing fields or even swimming pools. Their movable character would allow for temporary relocation of these constructions to other parts of Warsaw's waterfront and as a result for a revivification of the whole of it. Cape Czerniakow would remain a grean area of left-bank Warsaw, a strip of land which could even be partially brought under cultivation and become a source of vegetables or fruit distributed by barges along the banks of the Vistula.

Mając na uwadze fakt, że przemysł budowlany w znaczący sposób przyczynia się do zanieczyszczenia środowiska, uznaliśmy że przed decyzją o jakiejkolwiek budowie, należy odpowiedzieć sobie na pytanie; czy konstrukcja nowych obiektów jest rzeczywiście nieunikniona. Celem projektu stało się stworzenie atrakcyjnych przestrzeni nad rzeką przy minimalnej ingerencji w środowisko naturalne, a zarazem maksymalnym wykorzystaniu już zagospodarowanych przez człowieka nabrzeży Wisły. Konsekwentnie zanegowana została konieczność urbanizacji Cypla Czerniakowskiego. Projekt zakłada wprowadzenie nowego bogatego programu funkcjonalnego na przycumowanych w porcie barkach. Pochodzące z recyclingu obiekty pływające mogłyby zostać przekształcone w kawiarnie, hotele, boiska czy nawet baseny. Ich mobilność umożliwiałaby czasowe przemieszczanie tych funkcji w inne miejsca Warszawy, a co za tym idzie ożywianie całego nabrzeża Wisły.
Wolny od zabudowy Cypel Czerniakowski stałby się zielonym areałem lewobrzeżnej Warszawy, a pokryty odpowiednimi uprawami mógłby nawet stać się źródłem warzyw czy owoców rozprowadzanych wzdłuż nabrzeża barkami.
